How the decision works
Copilot can reach anything a user can. Identity, oversharing and labelling are the foundations, so those three pillars decide the outcome.
Pillars 1, 2 and 4 are all Ready, or Partial with an active remediation plan. Content quality and adoption can mature alongside a contained pilot cohort.
Any of pillars 1, 2 or 4 is Not ready. Fix the foundation first, then re-score before you widen the pilot.
